There is no central place for credit default swaps credit market. It is in an ad hoc basis in several large banks.
This is a problem that the Fed has tried to try to create a central clearing agency.
Currently, the credit swaps are unknown denounced by many on the market, are securities and that the company is insured credit default swaps issued. Without this information, the Fed can not determine how much systemic risk occurs when a company into bankruptcy.
